Artificial Intelligence, Justice and Territorial Equity: The Portuguese Digital Land Registry Platform (Bupi) Impact

ABSTRACT The electronic transformation of Justice-related services started more than 20 years ago, under a strategic vision of the first Simplex program. The Justice-transformation process evolved with Justiça+ Próxima (2015-2019) and Justiça+ (2022-2024) Plans, and GovTech Strategy for Justice (2022). The Portuguese Digital Land Registry Platform (BUPI – Balcão Único do Prédio) plays an important role in the digital transformation of Justice in Portugal. It is a digital one-stop-shop for rustic-property identification and legal registry. BUPI is a platform aimed to landowners which allows mapping, understanding and valuing the Portuguese territory, in a simple way. It makes use of artificial intelligence suggesting the exact location and polygons’ boundaries of land property.
