Motivation and Explainability of Decisions and Access to Source Code

ABSTRACT Artificial intelligence has been invading our daily lives for some time now, seemingly with no turning back. However, the use of this type of system necessarily has its own particularities when it comes to the public sector. This is evident if we consider the inherent characteristics of public decisions, among which the motivation of these decisions plays a very important role. This aspect is one of the most difficult, in my opinion, in the use of these tools by public administrations, since the explanability of how and why a certain decision has been taken is a guarantee for citizens that cannot be cornered by technology. This paper is dedicated to the study of this issue, which is linked to issues that are not free of controversy, such as access to software, source code and/or log files.
